What an offshore licence is worth

Not a guarantee of payment, and not a route to compensation. What it buys is a paper trail: a named company, a registered address, a licence number and a regulator that has at least seen the application. For a player, the practical value is a place to complain that is not the casino itself, plus the ability to check that the entity in the terms is the entity on the certificate. Almost every operator in this roster is offshore, so the useful question is never whether the licence is offshore but which one it is and whether it survives a click.

Curacao sits at the top of this ranking

The Curacao regime was rebuilt around direct business-to-consumer licences issued under the island's gaming ordinance, replacing the old master and sub-licence arrangement entirely. That matters because the register is public and searchable: Stake, Shuffle, Betfury, BitStarz, Vavada, 1xSlots, 1win, Play Fortuna, Casino-X and Riobet all publish a number that resolves to a row naming the licensee company. A large share of those rows carry a transitional status while renewal assessments run, 309 of 662 at one check, so a status line reading "assessment in progress" is the norm rather than a warning. The dead master numbers still printed by many review sites are the real problem, and none of them belongs on a current page.

Anjouan sells a seal, not much of a regulator

Gamdom, Winz, Vodka, Duel, Spinbetter, Fairspin and Weiss run on licences from the autonomous island of Anjouan in the Union of Comoros, and most of those seals do validate on the regulator's own verification page. The tier below Curacao is real, though. An investigative report documented a network issuing counterfeit corporate and gaming licences in Anjouan's name, which taints the jurisdiction even where an individual seal checks out, and neither Anjouan nor its licensees offer a European player any meaningful recourse. Fairspin and Weiss publish no Anjouan number at all, which is why they score lowest of that group.

Tobique, and the casino with no number

Winna is licensed by the Tobique Gaming Commission in New Brunswick under that nation's own gaming act, the only operator in the roster on that regulator, and it scores last on this parameter. The reason is narrow and specific: no licence number appears on the site. The regulator's own register does confirm the licensee, listing GG Gaming as the holder of a business-to-consumer licence with an expiry on file, so the licence exists. A player should not have to find the register to learn the number, and the score reflects what the operator publishes rather than what a determined reader can dig up. Winz also names a Tobique licence alongside its Anjouan one, which is a move down from the Curacao licence it used to hold.

One operator disagrees with its own homepage

Vodka is the clearest warning on this page. Its Curacao certificate now shows as revoked in the regulator's register, the footer, the seal and the current terms all name Anjouan instead, and the marketing paragraph on its own homepage still tells readers the platform operates under the jurisdiction of Curacao. Three sources, one website, two answers. Where an operator contradicts itself, the terms and the register govern and the homepage copy is the thing to ignore, which is also a decent rule for every other brand on this list.

Can I complain to the regulator if a payout is refused?

You can write, and the strength of the answer varies enormously by jurisdiction. The Curacao authority runs a formal register and a complaints route; Anjouan is thinner. In practice the operator's own dispute process and an aggregator's mediation service tend to move faster than either.

Is an old licence number in a footer a red flag?

It is at least a maintenance failure, and often more. The previous Curacao regime ended, its master licences expired, and a site still printing one of those numbers has not looked at its own footer since. Check the number in the register rather than trusting the seal image.

Does a stronger licence mean faster payouts?
