Reading the list
Gamdom is the only casino in this roster whose help centre states plainly that players can deposit, play and withdraw without completing verification unless it is specifically requested. That is a stronger claim than the usual silence, because it describes the default rather than the exception. The trade is regulatory: Gamdom holds an Anjouan licence through a Costa Rican company, which is a thinner footing than the Curacao licences elsewhere in this list.
Stake, Shuffle and Winna all let you register, deposit and play before any document is requested, and pull verification in above a level. Winna is the only one that puts a number on it: its terms name 2,000 EUR as the point where enhanced verification may start. Stake and Shuffle describe the escalation without naming an amount, which is worth knowing before you plan a large cashout.
Two failure modes catch people out. The first is the deposit route: buying crypto through an on-ramp inside the casino hands your identity to the payment partner even if the casino never asks. The second is the withdrawal address. Several of these operators require payouts to go back to the wallet the deposit came from, so an exchange wallet ties the play to a verified account anyway.
